Howdy,
What are the basic steps for setting up toll restriction filters?
I need to block the voicemail ports and phones from dialing international.
Thanks! ]

You need to set up a dialing filter that blocks 011 and then apply it to the main DN of the voice mail.

Could you provide a step by step? It's been a while since I've done any filters.

Go to restrictions, show filter 10, add 0, add 1, add 10, add 411, add 976, add 900.
Apply filter 10 to lines or DNs
The guides will explain step by step or you can get a tech in to provide training.
