I have a portable station that is forwarded to a cell phone number. If i dial the extension of the portable station it will forward to the cell phone with no problem. If I put the portable station extension in an ICD group and dial the ICD group number it never goes to the cell phone. Any idea why? I know I have done this before but I cannot seem to get it to work this time.

You need the enhanced sd card for TDA 100-200
License for NCP=TDE.
If you have this follow steps in the manual.
The first PT station in a ICD group can turn this on and off. It shows in display as Cellular XDP
as you scroll through Call FWD options.

And the portable is to be a Virtual not hard phone.

We don't have PRI but we do have SIP trunks. Shouldn't it work with SIP trunks?

Have not tried. Book says PRI only. Seems like it would.
Check with Panasonic TS.

it should work with any co to forward the call to a cell phone that has cpc or reverse voltage to let the system know when the call is finished, you will need ISDN to use full cell phone extension intergration like transfering the call back from the cellphone transfer/forward to co also has to be enabled..
For cell phone in icd, you will need the enhanced software or license or you could put a overflow no answer to a group that is forwarded to the cell phone

Just a quick update...it works with SIP trunks as long as you set the cell phone to forward using the SIP trunk trunk group. Works perfectly.
