You still might have a power factor issue, as Steve Mull mentioned. Checking your power factor requires checking the power requirements on ALL the cards in a cabinet, plus the phones.
You said you have 90 phones. If they are all in the same cabinet then you have exceded the power factor for that cabinet. You can have a max of 80 DKTs per cabinet. There is a worksheet in the installation guide.
Maybe adding ceiling speakers would be a solution.
