I am using a Toshiba Strata CIX/CTX and need to find out if there is a setting so that after 5 unsuccessful login attempts the mailbox is disabled until the admin unlocks.

Not that I am aware of... They have a Feature Flex option that makes the user change their password on a pre-defined schedule, but I checked and that does not have an "auto-lock" feature either.

Hmmmmm - seems a little behind the times doesn't it. I just went through a network security audit by a large bank that is one of our clients and that is one of the findings I have to clean up. I searched all over and could not find it. I am interested in the Feature Flex option to force periodical password changes - can you give me a little more info there? Thanks!

This is off of their feature flex brochure...
Security Code Update  The system prompts the user to change their mailbox security code at a specifi ed interval to provide better voice mail security. The interval can be a specifi ed number of days, weeks, months or years. By forcing the user to frequently change their password, the voice mail system will be less vulnerable to intrusion due to compromised passwords.
