Can the STS extensions be made aware of a 2nd call if already on a call? Instead of forwarding to voicemail if the user is on the phone, ringing for the 2nd call and then to vmail if they choose to not answer it.

This depends upon how the system is programmed. If station-level (user) forwarding to voice mail is being used, then you probably have busy/no answer forwarding activated. Try dialing 640 at each phone and see if you hear a confirmation tone. If you do, that's good. Then dial 640 + 7440 so that no answer forwarding to voice mail is activated. This will allow subsequent calls to still ring before forwarding to voice mail.
If you don't hear the confirmation tone after dialing 640, then preset forwarding through technician programming has been activated. If you are a technician capable of getting into system programming, just check back and we can assist you in the handful of steps necessary to change this condition.

Thanks Ed. I installed it 3 years ago and you are correct we used the 640 busy no answer only. Did not know about the 7440. (we're not Vodavi gurus but managed to pull it off).I will try the RNA 7440 Chaz
