Just to confirm my logic...
I am upgrading an XTS to PRI next week. Currently they have...
Slot Type Port 0 DTIB 100-123 1 DTIB 124-147 2 SLIB 148-159 3 LCOB 001-008 4 LCOB 009-016 5 LCOB 017-024 6 VM 160-171 7 VOIP 172-175
Two LCOB are coming out, 1 SLIB and 1 PRI going in. So with the new configuration my expectation is...

The LCOB is going to screw you up. I would put the PRI in front of it so that it becomes CO 001-024.
I would put the card supporting voice mail in slot 03 so that the extension numbering doesn't change.
I guess in the long run it really doesn't matter. If you are using an MPB1, which it appears that you are, don't forget that you are getting close to maximum station capacity.
I personally prefer to keep station cards in the left-hand slots, and CO cards in the right slots. Any vacant slots are left in the middle so existing numbering plans don't get messed up when adding a card.
