I got rid of 21,22,23, but the other "spare lines" are still there. Can I get rid of them to add other flex options?

Sometimes it pays to get professional help. In our area, 100 mile service calls are commonplace for almost everything. 100 customers a day is a lot of income to mess around with. Good Luck
