Ahhhhhhhhhhhhhhhhhhhhhhh, I got it!

Inside the "Telco Box", there was a small test jack next to each of the screw-post sections.

This wasn't a standard punch down, it was a small plastic box with snap in slots for 6 different "modules". Each "module" had four screw down/joining posts with a rj11 jack next to it. Coming from behind each "module" was a small 1.5" telephone cable with terminated end that you could plug in to the jack to do GOD KNOWS WHAT (probably test things if you were more knowledgeable)

Once I removed this tiny 1.5" long phone cord from the jack, the line began ringing when called.

All is well!

If I recall correctly the cord needs to be plugged into the jack in order to get dial-tone , you unplug it , plug a SLT in to test so it sounds like the NID is not wired correctly

Glad you got the problem solved
