An old abandoned well, inside the basement, with no water in it, was still bonded to the electrical grounded neutral. The new well, outside the building, had never been bonded to the existing electrical service.

So actually what you found was voltage from the plumbing to the electrical service ground because the plumbing was not bonded to the electrical ground, rather to the old well casing. I could see that causing a prisoner to get a hint of the electric chair should he happen to be sitting on the crapper and somehow also touched an electrical ground. But how would that have caused electrolysis or corrosion in a stainless steel fixture? What would the path be for the current?

Well, if you can figure out how that CI gets back to the electrical ground, but I'm still not buying that even if there was current through the fixture it would cause SS to rot away. Sounds more to me like a bad welding job. And SS does rust if it's an alloy with minimal chromium.

Seems like the wax seal would insulate the throne from the drain. Sounds like bad welds or inferior products.

I don't think those kinds of toilets use wax seals, there's no floor flange, the drain actually comes out the back into the wall. Plus, there's always some kind of fastener between the drain and the toilet, whether its the flange bolts or however those things attach. It was just a thought for another ground path.
