AVAYA IPO500 V2 with 4 ISDN lines in Australia.
There is no call restriction set up. short code 0N to dial 0 to ARS, short code 000 for emergency.

customer said when they dial 0 then dial 0011, call was disconnected.

In my opinion, if 000 works, it will ring 000 directly, otherwise it should go to international calls, why it's disconnected?

ARS:
00; / Dial Emergency / {emergency number} / {Line Group ID}
000; / Dial Emergency / {emergency number} / {Line Group ID}
000N / Barred / / {Line Group ID}
0011N; / Dial 3K1 / 0011N / {Line Group ID}

Emergency calls are allowed as 000 and 0-000, but not 0-000 plus any other digits (in case they fat-finger international dialing)

International dialing is allowed as 0-0011-country code-telephone number

My understanding is that there should not be any conflict when we set up the dial plan, right?

So when someone dial 0-0011-country code-telephone number, how do phone system know it's an international call or it's 000? Timer setting in "Telephony"? so if it pauses for more than N seconds, system thinks it's 000, otherwise takes it as international call?
