This is probably common knowledge. After creating a new ACD via the Strata ACD System Administrator program, what step(s) need to be taken next in order to make the ACD active? Creating a Pilot DN related to the newly created ACD didn't make the ACD active.

You may have to restart the ACD after creating the pilot DN. This is assuming Level 2 is connected correctly.
