We have a 7400 cabinet along with a 7200 secondary cabinet and I am having an issue with I assume either the LCP card or MCP card.
We are having weird voicemail menu/transfer issues and lost all analog lines which the 2 cards for analog are in the 7200.
We changed out the network cables and I replaced the LCP card in the 7200 and still same result.
On the LCP card, the LED lights cycle, then just flash. Cables are ran from LCP (7200) to MP40 (7400) LINK21, LINK22, LINK23
We tried moving them to LP40 LINK1, LINK2, LINK3 and MP40 LINK31, LINK32, LINK33 and same result with both LCP cards
Running the latest firmware, 5.03

Any Ideas?

Could I swap the MP40 without reprogramming it?

Looks like the lcp isn't booting correctly.
Grab a sio cake (cisco console csble) and plug into the sio porton the lcp
Set your baud rate in hyperterminal or equivilent to 19200,8,n,1 and watch it stsrt up.
They should give you an idea of Wendy's going wrong.

Double check the link cables are in the correct ports on the lcp

We went ahead and replaced the PSU/Cabinet and finally booted correctly. Now I am trying to figure out how to restore the config as it is missing, 2.8.0 and 3.2.3.

I had a spare cabinet, and I was afraid to it would lose configuration once I replace it.

I noticed 2 of the cards were flashing leds etc but the bottom one was not.

7400s can do of things if the memory of not initialized correctly. Eg revert to an old config after a powerfail, but not of you manually power it off.

The programming is stored in the mp40 card.

You could have just shutdown the 7200 cabinet and replaced it with the 7400 still powered on.
Unlike the old dcs it doesn't seem to have an issue with it.

If you have auto mmc backup turned on you can try restoring from that

Gotcha. Where can I find the auto backup mmc? Is there a way to compare data from a previous backup?
