If your problem started AFTER Bell did their thing, call & have them fix it at the cost. in my grandmothers old building here in montreal (5 story building) there is 10 loose pairs in the wall behind the jack in the kitchen. in each stack of appartments they just ran 10 pairs of wire from the garage to the top floor through a pass in the kitchen. Bell back in the day would pick a pair for an appartment and scotchlock to it. i stuck my butset on the loose wires and was able to get DT on 5 of the 10 pairs. great for fraud eh
