I've got a customer with a new ip office, rel 7.0, That is trying to redirect a voice mail if the caller does not want to a leave a message, but wants someone else. I have the user profile set up to accept a DTMF (0) or is that only good while the caller is in the auto attn? Whatever, I need to have the ability to transfer out of a VM back to the receptionist.

Which VM? Embedded or Pro?
Just a FYI, there is no "*8" on Embedded.

Look on the voicemail tab for the user. You can set the destination for 2, 3, and 0. If you're using Embedded, the caller will dial *2, *3, or *0.

So they need to hit *0 to get back to the receptionist. Easy enough. What can you set to shorten the time between when the caller finishes dialing and when the call is placed? right now it seems like it takes 4 or 5 seconds.
