Info for anyone searching this in the future: The Nortel 7.0 upgrade tool works with 7.1, too. Had to upgrade a system the other day (4.1 ~ 7.1)and had an old 7.0 upgrade kit laying around...figured "what the heck?". Tried it. Worked fine.
