When using VTR button to transfer to a mailbox, caller is routed to main greeting, not personal mailbox greeting. These mailboxes are not associated with any extensions. They are just a block of mailboxes that dont have extensions tied to them.
How can I get calls to go to mailbox greeting?

Do you have the VTR sent to the correct extension to gain the VM to dial the Mailbox?
VTR + MB # = MB Annoucement
What system is this VM attached to? Are you using custom announcements? If you do not have a mailbox assigned it will go to the Main AA. If you do not have hardware in the KSU assigned for the MB to be assigned to it will not recognise the MB and give you AA.
This assumes you are using a KXTA series KSU.

Try assigning extensions to them in the TVA that are also in the system, ones that you aren't using in the system. Maybe that will work.

System is KXTD1232 Built out for 12x16. VTR-165 is the button we have on phone. When we use that button and the MB we want to transfer to, caller goes to the main greeting.
There is 2 ext. the have MB on them, 101=998, 102=102. They seem to be working fine. its the ones where MBs dont have an ext. assigned to them.
We have MB, 101-115 and 117-132.

As long as the mailbox numbers are also valid extension numbers in the phone system, the VTR button should work. Although it shouldn't matter, make sure the extension is assigned to the mailbox, even if there is no physical phone attached.
