How do I forward calls to an extension to an outside number? ie cell phone?

Release 3 won't do it from an extension, I believe release 5 is when external call forwarding was supported. You can put the forward centrex on your trunks and have the Recp forward to your cell. Do you have Voice Mail, look into the Follow me options you may be able to do it there depending on what Voice Mail you have.
SS will know for sure on the release 3, perhaps he will chime in and respond.

You can either program a flash key to the set or use [Feat] 37, but it will not work unless you have call forwarding as a centrex feature on your trunks and you will also need to do some settings on the system for the flash timming setting.

You could trunck patch if you want. But the volume is very low on POTS lines unless you have Really good lines.
