I cannot for the life of me remember what the feature I need to change. On our avanti system if you dial an extension it "calls out" and if you dial 1-ext it rings. there is a way in the admin to change the default of a station so that if you dial the ext it rings and if you call 1 and the extension it calls out. Please help me remember the location of this setting.

You have to change the Flexible Number Plan in System Parameters, Function Access Code.
Plus look at Call Mode in General Parameters.
Not sure what you mean by "calls out" I’m guessing that you mean "on or off hook voice announce"
Meaning when you call the EXT the call comes over the speaker.

You are correct in what I mean by "calls out". Can this be done on an extension by extension basis, or is it a global setting for all extensions?

It can be done by ext. Setting is in COS.
