Not block, but if you wanted to make an outside caller think there was a disconnected number, you could send it directly to a dead end VM box.
OR
Just have your carrier block the number.

The only way to do this based on incoming caller id on a system wide basis is with Call Router. On a per station basis it can be done with Netphone.
