I have connected to an IES many times with this same laptop, with Windows XP
Now I got an error "The other person did not allow you to join the meeting" at one location.

I check the obvious, prefer to make secure outgoing call. A search here says that netmeeting may be locked out becasue of too many login attempts. The system has been rebooted a few times, even powered down a couple times.

Toshiba can get in as we just increased UM licences and they applied them remotely.

I can call Toshiba support, but thought if there was a simple answer I can start here.

Is this one of the new iES16 XPE? If so you need to use remote desktop to connect to it, same credentials as netmeeting.

Im guessing though that this isnt your issue since TS had to do the upgrade. The XPE does licenses like the MAS so you would be doing the upgrade.

Check you havent got Microsoft patch KB980436 installed on your pc, this causes issues with NetMeeting, If you have this uninstall and try again

Nope, not an XPE, just and old iES32. I will check for that patch. I had used netmeeting on another IES recently.

Not critical yet, but since they just activated their fax feature, I wanted to upgrade the software so the faxes come in as PDF.

I found the MS update. It was installed 8/12/10 and I know I have used Netmeeting since then, very recently on at least 2 other voicemail systems.

I uninstalled it anyway and reboot (Which I have a feeling I should have tried rebooting first).

I just got connected. Thanks!

I was experiencing the same issue with one of my VM systems but not the other 3 I tried. Uninstalling KB980436 fixed it.

These are the 3 VMs that did work (with the patch). They all report the "Name and Current Software Version" as:
Stratagy Enterprise Server Version iES_EC2_4.018.003

And this is the one that didn't work:
Stratagy Enterprise Server Version iES4.018.001

Do you know if there is a (Toshiba) fix for this so that I can apply this "critical" MS patch to my system?

Helped me out a lot also. Another tech with Vista gave up. I reinstalled the update later, and went back to that same site and failed to connect. reboot with same results. Removed pacth again and connected. This was an older IES32 also (Which I upgraded to 4.803 for the PDF faxing).

Now I have windows bugging me to patch again.

I found the solution after reading through the technical document on KB980436 and tested it successfully.
Apparently the IES doesn't interpret the new security Signaling Cipher Suite Value (SCSV) that is implemented within the patch. You can install the MS patch and communicate with the IES if you change a registry value that sets the SCSV back to the old type.

To make the change, open the registry editor on your PC and make your way to:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SecurityProviders\SCHANNEL

add a DWORD called UseScsvForTls and set it to a value of 1.

For those of you who may not be comfortable mucking around int the registry you can copy the text below into a text editor and save it regmod.reg. Double click the file and it will do the modification for you.
