A customer reports that his STS display reads "page block". I can't find any reference to this in my manuals. He says he does not have the handset offhook or the phone in DND.

Look in Flash 07. This is in your installation material.

I suspect that the customer inadvertently dialed a code while dialing without getting an outside line first. I have seen that happen with other STS issues that customers have had. I don't think they did anything through system programming. I will check the user manual for setting the paging parameters on individual phones.

That is just a function of the DND (Do Not Disturb) feature. Just press the DND button again until the display is clear. If the default DND button has been removed from this phone, just dial 631.

Customer says its not in DND. He may have to cycle through several key presses or dial 631 as Ed suggests. I am not on site. Just going by what the customer says.

The latest version of software provides for a second mode of DND. The first one blocks all calls. The second one blocks only pages. I'm confident that this is the problem.
DND once = all calls blocked
DND a second time = page blocked, yet other calls are received.
DND a third time = everyone is happy.

True that was with the STSE, or as you say the latest version.
So i should of asked what verison of software.
I will bet he is running a STSE cabinet that be the case.
Yes remember the rule 1,2, and 3 with the latest version.(with the DND key )
If he is at station 100, that rule would change ? AS it would change the ring assignments? (day, night, and special) default.

Phone probably had page block active then the button was removed or changed resulting in the feature being 'stuck'. I've run into this a bunch of times...
