They use 'night service' to sned the calls to ATT voice mail CallNotes.

Without voice mail there isn't anything that an outside caller can do that I can think of.
The KSU can't be programmed remotely, so any fraud would have to be done by a local user setting up external call forwarding.
Ditto what was said in your other thread about making sure the MPOE is secure.
