I have a customer with a 7200 S I wish to remotely administer. The IT guy will NAT all Samsung ports to the private IP of the Officeserv example: he has anything that comes in on port 5090 to NAT to the Samsung's private IP so I should not have to set up any public IP's in the 7200 , Will this work? , or do i still have to enter the public IP for the MP20?

Public ip is only required if you are doing voip (IP phones, sip trunking, etc) via the internet.
It is not required for remote access via DM.
There are other ports required for DM other then what you have listed here, check your userguide for the list
