This is the true story of the shoemaker's kids having no shoes. About two months ago I switched over from SBC co-located (which was cheaper than Verizon) to VOIP lines from my ISP, Dock.net.
The first couple hours was a little bumpy getting everything OK but it became stable. I am using the VOIP VM because no matter what, a call that goes to the single line RSTU card to transfer to the Amanda at SoHo voicemail gives two wierd sounding rings then stops ringing and the line is siezed so that you have to unplug the line in order for the Sipura to hang up.
I tried swapping the Amanda with a different Amanda with a Toshiba (Dialogic) Flash, with every voice mail I had here and it siezed the line.
If I replace the voicemail with a 2500 set, it rings just fine and you can talk just fine.
I'm pretty good at trouble shooting, but this has me totally stumped. If I plug in the copper dial tone fax line, all the voice mails answer just fine.
There has to be some rational answer such as the 3.138 protocal of the OLMB SIP standard must be set to 314.5 on a Tuesday when there is a full moom or some such resolution.
I don't often have to ask for help but this has me lost, more lost and totally lost.

Bunnie I believe this has to do with the problem that many conversion boxes such as Sipura and Vonage have. They do a lousy job of interpreting the difference between a switch hook transfer and hangup. The CPC signalling (or lack of) is awful. You might try putting your 2500 set back in place and trying a manual transfer while listening with a buttset to see if you get your strange ring or line seize. They are also marginal at best for POS,fax,dialup modems and most voice mail. I bet you are going to have to get your ISP provider to go to tech support for CPC modifications.
