I have a City here in North East Texas wanting to know about fiber between buildings about 14000' away? Anyone want him to contact you to assist him with this.
E-mail me your info by Thursday PM and I will forward all info to him. Put FIBER in subject line.
Thanks in advance.
And this is really all I know of this at this time.

DnR:

I can't help you from here on the East coast with the actual installation, but I will be more than happy to offer support if you want to do the job. I would assume that nearly three miles away would involve utility company-owned poles? Do they have exclusive rights to existing right-of-ways for a buried installation?

Doing the actual work is actually the easy part. It's getting all of the legal stuff done that takes all of the time.

Here's a hint: If it's a city, they might maintain their own traffic signal system. If that's the case, then they might be able to provide all of the access to poles or right-of-ways that would be needed. This would also save the city money in investigative/legal costs.

Most likely they do own the right of way, or at least control the public utility that does. I do not have an outside cabling crew to do anything like this, nor do I know where in Texas to look, other than Verizon (they are doing fiber to the house). Would love to get my foot in the door for this cities inside wiring, but not looking to take on the outside stuff.

If this is North East of you it is probably too far to be practical (economical) for us to do. If you want some names in Texas I can give you a few for outside plant. Is this a situation where you can play contractor and pull a bid from several other companies, this keeping you in the picture and maybe making a few bucks in the process.
Either way I will do what I can to help you if you need.

DNR,

Contact the outside local of the IBEW. There are a lot of outside electrical companies doing ariel F O around here. It is used for traffic signal lights. They are also used by the electric companies substation to substation. Or they are installed for the local CATV company.

Good Luck wink
