Memory escapes me, but I thought that there was a means of discerning the cable segments from a LEC's circuit ID, at least as far as F1 goes. If we use the following circuit ID as an example, how is is parsed?

That's a great collection of information! Based on what you've provided, I can decode my example:
14LXFP090610SW

14 = LATA(?)
LXFP = Analog type loops, Voice Grade, Non-Loaded ADSL Compatible Loops
090610 = Serial number
SW = Southwestern Bell

My follow-up question is specific to the serial number portion of the circuit ID. Is the number merely sequential, or is it possible to identify the F1 segment that contains this circuit? Could I determine that all serial numbers 000-999 belong to F1 090, or am I barking up the wrong tree?

14 is actually the last two digits of the LATA. As for the serial number, it is just that: A sequentially-generated number for tracking purposes. It does not contain any circuit-specific information such as cable pairs, etc.

No that doesn't identify the F1 or have anything to do with assignments. It's just a number assigned to that circuit to identify it from similar circuits.
