The FCC has been busy drafting a new 750 page order that will affect Universal Service, and also changes inter-carrier compensation rules:

Note that the proposed Fed reforms are rather vague about actual deadline dates.

Also note that the definition of Universal Service is being gradually redefined to mean broadband connection, the ultimate aim being to define a minimum bitrate, maximum latency, and sufficient capacity to support an all-IP communications network. If they actually make this happen for the entire continent, then I will be forced to retract previous rants.
