Just moved CICS from one location to another and we are now getting a loud click every 10-30 seconds which sounds like a hang up. Seems to be even when calling an extension. Any ideas?

First, I'd check all connections at the blocks.

Second, I'd unplug all phones except one. Check it, then add one by one until you start getting the clicking again. Go from there...

Noise from cabinet? sounds like bad card , try re-seating it them.
Power Supplies have done same as well.

Checked and reseated all the cartridges they seem to be working. I have analog lines coming in but the popping happens when the intercom is being used as well. Doesn't this eliminate a bad cartridge causing it? If so, and I want to change the power supply/cabinet can I just pull the cartridges and the feature card and reinstall them in a new cabinet without having to redo the programming?

Did you utilize existing wiring?? If so do as Mooretel said. I would remove 1 extension at a time from the 66 block at the KSU. If you can narrow it down to 1 bad cable run then you can go from there.
