So we currently are running a Nortel switch at the hospital, it is slowly being replaced by our Cisco System. It is CM 9.1

On the Nortel, the operators are able to press a key call DND groups, what this does is it makes it so that all external calls destined for patient rooms are redirected to the operator. This is just a off/on setup.

How do I reproduce that on the CM?

I'm in the same boat, with Nortel being edged out by Cisco. I've been around for the corporate decision to go with Cisco as the standard, and have helped set the standards for specific configurations.

What I've done in my hospitals is two-fold. First of all, our patient rooms all have DID's. I have the patient rooms in a unique partition that is always accessible from regular CSS's, at all times. From the outside, the patient room partition is only accessible during visiting hours. All other times, the calls are sent to the respective nurse station. Since the nurse station has a CSS which can reach the patient room's DN, they can transfer the call if appropriate.

The other thing I've done, which isn't currently used, is the setup all of the SCCP-port patient room DN's to be owned by the respective nurse station. They can log in to CCMUser to set the forwarding for a particular patient phone.

I hope these ideas help.

It's not in CSS, it's in the Partition. There are a couple other areas you must program for time of day: the Time Period and the Time Schedule. Both are found under Class of Control, where you also find CSS and Partition.
