I have a avaya definity guestworks CMC cabinet.
TN747B trunk card in slot 10. I can call all the lines but when they call out they get dead air and goes back to dial tone. The Lec was already onsite and said the lines are fine. I shipped a card to show up today but was curious if anyone knew if it could be anything else i could be over looking?
loop start lines.

Are they GS and were changed by LEC, or some dead trunks from LEC. You say the LEC checked them, did you?

If you have a digi-grabber and can direct access the trunks, see what happens when trying to call out.
