I am looking for a cheat sheet for setting up SIP tie lines between a SV9100 and a SL1100. I found the instructions on ntac written in 2003 but no luck in getting that to work. Thanks in advance for the help.

You won't find much but here's something I put together a couple of years ago for an IP tie line between a SV8100 and Avaya. It should translate OK between a 9100 and SL1100. Just a basic IP version of a old E&M tie line.
