Here in Michigan e911 becomes mandatory for +7,000 squ.ft. or multi level buildings Jan 1, 2017. The only realistic way I can see either the SBX or Summitt doing this is via PRI, using designated DID numbers sent from each phone to identify its location within building (database maintaind by customer with PRI provider). CAMA trunks on the Summitt are not realistic yet this is what the Feature and Operations manual touts. This setup would cost more than a PRI! Am I missing something here? Thanks for listening.

Not familiar with what Michigan is wanting, but you could look at SIP Trunks.

In our area of Michigan SIP providers that are compatible with SBX are non-existent. Hopefully Summitt is much more flexible when connecting to different SIP vendors. Thanks.
