Right now if a call gets put on park, and it stays on park for over the set recall time. It rings back on the extension that put the call on park. If they don't pick up it rings the operator group. Is there a way to have different extensions ring back different groups, or is that a systemwide setting?

Once the park recall timer expires it will ring the handset and then follow the no answer forward timer/destination on the handset.
You will need to disable recall to operator on each handset in MMC300 as well
