Can you program delay of 1 ring for CP? Sure.
What is it set for now?
You can change it to 0,1,2,3,4,5,6 etc.....

If you change it to 0 or 1 - it will not get the Caller ID info, unless you have a PRI.

What would you be "program or work around" for or to do?

Not following exactly what you are saying.
But I will go with this.

You want Caller ID and AA.
And you don't want to hear the phones ringing on the desks.
Is that what you want?

Set AA to answer on 2 rings.
Set EVERY phone with those lines showing on them to Appear ONLY.
Phones will flash but no ring, CP answers on 2nd ring which gets Caller ID.

Just guessing at what you were looking for.

The question I have is "WHY"? What's the purpose of just 1 ring on the phones?

Then they have a choice.
Ring once - No Caller ID.
OR
Ring twice and just ignore it.
