If you remove the CF card so the system cannot do a system backup in the event of a power outage...and have a power outage?

I do not believe it can be done through just the phone only.
Someone else may correct me if I am in error.

no you need the proper version of DB studio to program it.

You could have defaulted the unit from the front panel. Fortunately the license isn't lost when the database is defaulted, unlike the Axxess.

Like Jeff mentioned, you'll need the specific software - it's now called Administration & Diagnostics, DB Studio is long gone. The software version can be read from the system menu on the front panel.

Probably at the Mitel website: Support>software downloads.

I imagine you have to be an Authorized Dealer/Technician for downloading, but I could be incorrect.
