I am receiving a error message when starting the Axxess software.

c:\axx41\usr.exe
The handle is invalid.

What does this mean and what is the resolution, if any?

This is typically an OS error. Are you using an admin account? Have you tried reinstalling? Tried reinstalling into another directory besides root? tried disabling antivirus? Tried registry scan and clean?

I have installed on a windows 2000 laptop. With console cable and db9 connector. COM1 and COM3 allow me to try connecting. The speed I use is 9600, however I have tried all of them. The error has gone away. However the status stays at "Direct connection, awaiting login..."
Then times out and closes the connection window.

Look at your other post and my reply. You need to make sure your using the Intertel DB9 adapter with the rolled cable.
