I need to forward operator phone to group and would need to put it on the console not sure how to get this done. They would need to be an easy on and off

Hundreds of ways to do this.
Is the call that is ringing the Operator a hunt group call already?
If so, you can put a Hunt Group Enable button on the phone, and make sure that the overflow is set up to forward to the backup group properly...

If there is an Incoming call route ringing the Operator extension, then you could use a Fwd button to enable....

can they be put on the console? call forward group then the group number which is 403 hunt group?

When you say "The Console". Do you mean Soft Console? Or the Button module?
