I have a customer with an 820D2 (plus) system using Bis-10 hand sets
The BIS-10 is a phone not a "handset".
For the life of me I can't understand who would have considered that back ground music should only be on the paging speaker and provide no ability to adjust volume at the [phone] or to turn it off when a call is being made.
You refer to the Merlin 820 like it was made yesterday. This is a second generation vintage KSU designed back when features like voicemail were not even feasible. To ask for something that VoIP systems still don't provide today is a bit of a stretch.
If this feature is important to you upgrade to the current Partner.

There is no BIS phone that will handle music over the Phone speaker, no merlin system allowed it
the codes above are for background music over the paging loudspeaker
