Can a Magix be some how wired or programmed for VOice over busy. so that people can receive voice calls when their on the phone.

Only if you are using MLX phones, as they have a 2nd voice path.

Programming Codes: Receive On *10 Receive Off **10 On Idle Only *130 (MLX telephones only)

That allows the extension to receive voice announce calls (when the extension is idle), and in the case of the MLX, on idle only - not when already occupied on a call (since it can have off hook voice announce).
If you turn receive off, even though someone else calls the extension using an SA-Voice button, and the extension is idle, the call will RING at the extension.
