I have a hotline handset hooked up to a port on a partner acs. The plan is to use it as a page mic. All it is is a handset and switches. All that is working fine, except when you go off hook it gives CO dial tone. I've disallowed all lines in #301, went into central tele programming and set ALS to intercom, at least I think I have. Still I get CO dialtone. If you flash, it hotlines 70 just fine, but the customer doesn't want to have to flash to page. I told him it was a safety so it wouldn't page accidentally if knocked off and we wouldn't charge extra for the feature, but he's not buying it.
Anyone have any suggestions?

All that's going to get you is intercom dial tone. She wants to pick up the handset and overhead page. This is what the hotline function is for.
