Hi- I am using a Lucent Partner 34D phone (from 1998) at my hotel, and I need to be able to restrict the outgoing calls made from each of the lines (such as long distance calls). I have searched the internet, but I can't seem to find instructions for my 1998 phone (only more recent models). Any advice?

It's not going to be on the phone it will be in system programming. This will be installer level programming. So you'll need the revision number of your partner system and programming access. This is not something for the end user. If you always want LD restricted on your lines you could have the phone company deny LD calling on the lines.
If you have system access 302 and 401 are the dialing restrictions.

The method of restricting calls will depend on the system itself.
Partner telephones can also be used with Merlin Legend and Magix systems. The options Bill listed will work for Partner systems. Merlins program differently so you would need to refer to the Feature Guide for the procedure.
