Could someone please point me in the direction of a bare bones product that could do this. I have been searching all day and I cant find something like this.

but it is in America and they dont ship to europe and I dont know if it will work in europe.

I know phone systems do this but I dont need all the features just the auto answer with a greeting.

I have an ISDN line but the NT works with ISDN and analog phones

Try contacting the manufacturer and see if they have something that will work in Europe. Another option would be to locate some Electronics stores in your area and see if they have any suggestions.
