Maybe somebody knows what I mean, at the edge of the finished floor in a brand new building there is a wide flat piece of copper foil sticking out of the baseboard.
I know ( just can't remember anymore) that it has something to do with grounding of equipment. But, ' who' is responsible for actually making sure it's grounded? Again, I just can't remember if Anything needs to be done?

The copper foil goes under the antistatic flooring, and the electrician should be the one responsible for connecting it to a ground source.
