Got a DK 8 but the manuels i have show restriction program 41 and port number only 2 digits there. Want to unrestrict ext.15. Can someone tell me what program it is and wouldnt the port be 04?

What is the question? Port 04 should be ext. 15 and prog 41 is the program for outgoing call restriction per line.
when I put 04 and press # then nothing happens. Cant move on to the next step. No lights Is there another program to restrict all outgoing calls for a station? Trying to take it off of restriction to allow all outgoing calls.

Compare the LED status to another port that has no restrictions (i.e. - port 00, port 01, etc.)
Check prog 40 for CO line access.
checked 41 to the port 00 and 04 Will do the program 40

If so, are you able to break dial-tone?
If so, are there some numbers you can dial, or is it 100% restricted?
yes dial tone and local numbers can dial
Check prog 48 for toll restrictions.
well i checked 48 but did find out it has account code before they can call out. Look to see what program to take it off of account code did verify the account code for them. What program will take it out of account code.

69 or 70
Do they still use the verified account code system? If not, then initialize program 69 and 70 to un-restrict all phones. this way you'll avoid this trouble in the future with this system.
This is what I would do:
1. Go to that ext. 15 phone and press the CO buttons. If they cannot be pressed but you can see the status of the lines, the are two possibilities:
a. The phone is locked. You can try the [INT][674] test. If there is an engaged tone, then this theory is shot as the pohone is not locked.
b. The CO line access is denied, and you would have to check on Program 41. Goto Program 04 to see which port ext. 15 is, beforehand.
2. You press the CO buttons and get a dial tone but you cannot dial certain numbers:
Program 48 assigns the Barring Class to the port
Program 46 defines the Barring class
3. You press the CO buttons and get a dial tone but after dialing the any of first 4 or 6 digits, you get a double tone before being diconnected.
Program 30 LED 8, 14 assigns Forced and Verified account codes
Program 69 stores the account code digit
Program 70 Defines the Barring Class (located in Program 48) for Program 69.
