i have a CIX 67- Toshiba and i want to create a Virtual mailbox for use to announce the activity of the day.
Do i have to configure something in emanager or only in stratagy

A voicemail box would be configured in the voicemail system. Since you mentioned Stratagy I will assume that you use manage your voicemail using either Stratagy ES administrator Stratagy VM Manager.
To answer the basic question, you would use the Stratagy software to setup a voice mailbox. Since you don't want it to take messages, you should uncheck the box next to Store Messages. But the next question would be how do people get to this new voice mailbox? If you are setting up a direct number, then this would be configured in Emanager.
I configure the extention in strategy ES and it works if i call from outside the office but it don't work from the inside, if i dial the 4 digit extention from the inside it dont work..
I don't know where in emanage i have to configure the voicemail extention.
Create a pilot number, use the same number as your mailbox, set to dialing digits with the alternate DN set as your pilot number to VM, and the VMID set as your mailbox number.
