I have a XTS MPB2 using LCR to insert the local area code. When any station in the system dials 9 for outside then 911 it call station 100 as an intercom call. The operator (100) can dial 9,911 and make the call. I need all stations to be able to call 9,911 and get the emergency dispatch.

By default leading 1 and non leading 1, 911 and 411 calls use same route as most other area codes route 1 by default. The 3 digit code table expects 4 and 3 dialed digits respectively. It should go out without a hitch unless there is some toll restriction in place or insert/delete table in play. If the latter is the case you need to assign 911 calls to a different route, other than number 1. Try table 11 and don't use an insert/delete table. You can use an exception table for two digit (11) calls and insert a 9. I do this so in an emergency callers can dial 9,911 or just 911.
