Had the same thing happen on an Elite 192 with a VMS 4.

I had to reset the pbx (power cycle).

Log into the VM using CoSessions.

Press F5 until you see "EZ Setup"

Page down until you find something like: "Reset all message lamps now? _no_"

Change the "no" to "yes" and this will re-sync all of the mailboxes with message lights. Then "yes" will change back to "no" automatically.

If this does not work, check to make sure that the VM port marked "A/D" is not frozen. I usually assign multiple ports to be "A/D" instead of "Ans" for this very reason -- that way one locked-up port can't logjam all message lights.

Once you've cleared any locked-up ports, try resetting message lamps again.

This tends to work for any Active-Voice/NEC voicemail.

don;t know about the Elite side, but the i-series, by default, would allow Message waiting to be sent to the VM. The stutter dial tone would reek havoc with the VM affecting transfer and MWI.
If you go off hook with a buttset and hear the stutter dial tone then dial 873 to clear it. (Check all ports). Then set those ports up in their own class of service and restrict the recieving of message waiting
