Can some one please tell me how i insert a four digit prefix into this phone system so it dials it before every outbound number?

You need to add your digits in MMC 713.

To expand on using 713, I believe you have to enable LCR in MMC 210, and then in 724 Assign a LCR Digit, most people use 9, then you will have to program MMC 710,711,712, and 713. Or you can program the hot line feature. The downside is to call internally you will have to use the keypad to dial an internal extension without lifting the handset. Upon lifting the handset with the hotline feature, the system will insert the desired digits.

telephone man is correct lcr needs to be programmed along with 713 (man those Texans are smart)
