I have a few questions about ID's.

Are circuit IDs for the US Government labeled differently than businesess and if so, where can I get a list of them.
Also, what does this circuit mean? OSPA xxxxxx

Some government circuits that I've seen can be five digits instead of six, and three letters instead of four. I've seen this in Department of Corrections.

Now, "government" is a very broad term...I've recently done some lines for FBI which were indistinguishable by circuits IDs...
