Given a certain city, how can I find out who the ILEC is for that area? I do have access to the Earthlink/deltacom Deltaview portal, I'll try it and let you know if this works.

Sandman CO look up should let you know who owns the exchange.

Nice site, looks like both work about the same way. The site you provide I'd think has a more up to date data base, but who knows.

Telcodata's site is more accurate because it breaks the exchange codes down into individual blocks of 1,000 numbers where applicable. Sandman's site is good, but it only identifies the predominant provider sharing an office code.

I typically use telcodata. Just checked out localcallingguide and it seems to have a lot of info!
